May 27 2006, 12:26 PM EDT Euphemism for amnesty. The kind of stuff the loony two thirds of Senators who're not up for election (= lame ducks) are in favor of. Also supported by wishful thinker Lawrence Kudlow, who believes that capitalism can survive amid lawlessness and with open floodgates.
